CIS registration
The Construction Industry Scheme governs how payments for construction work pass from contractors to subcontractors. Contractors must register with HMRC before making their first payment, verify each subcontractor, deduct tax from the labour element at the rate HMRC specifies, give the subcontractor a statement and file a monthly return by the 19th. Subcontractors need not register but are deducted at 30% rather than 20% if they do not, and a registered subcontractor who meets the tests can apply for gross payment status and be paid without deduction at all. Many construction businesses are both, paid by a main contractor and paying their own subcontractors, and need both registrations.

In detail
How cis registration works
Our fees are £49 for subcontractor registration, £69 for contractor registration, £99 for both and £119 for a gross payment status application, with no HMRC charge for any. The sequence matters. Subcontractor registration requires a Unique Taxpayer Reference, from Self Assessment for a sole trader or Corporation Tax for a company, and a subcontractor who registers for Self Assessment and then waits for the UTR before applying for CIS loses weeks of deductions at 30%. Our UTR and CIS package at £69 handles both for new sole traders. Contractor registration creates or extends a PAYE scheme, which a limited company subcontractor needs in any case, since deductions suffered by a company are offset against its own PAYE and CIS liabilities monthly rather than reclaimed through a personal return.
Scope is where businesses are caught. Construction work under the scheme includes site preparation, building, alteration, repair, extension and demolition, and the installation of heating, lighting, power, water and ventilation systems, as well as painting, decorating and the cleaning of buildings during construction. Architecture, surveying, scaffolding hire without labour, carpet fitting and the delivery of materials are outside it, but a mixed contract containing any construction operation falls within it entirely. Businesses outside construction become deemed contractors when their average annual construction spend exceeds £3 million over three years, which catches property companies, retailers and manufacturers with building programmes. A contractor who pays without registering becomes liable for the deductions that should have been made, with penalties from £100 per missing monthly return.
Gross payment status is the goal for established subcontractors. It allows payment in full with tax settled through the normal Self Assessment or Corporation Tax cycle, and the cash-flow effect for a business that has been suffering 20% deductions on turnover is transformative. HMRC applies a turnover test of £30,000 net of VAT and materials for a sole trader, or per partner or director, with a £100,000 alternative for partnerships and companies; a compliance test covering all tax filings and payments over the previous twelve months, with limited tolerance for lateness; and a business test requiring a UK bank account and genuine construction trading. Our £119 service assembles the evidence and applies, and tells you honestly beforehand if the compliance record is likely to fail, since a refused application cannot be repeated for a year. Status is reviewed annually and lost for compliance failures.
Registration also triggers the VAT domestic reverse charge for VAT-registered businesses: since March 2021 most supplies between VAT-registered parties within CIS are invoiced without VAT by the subcontractor and accounted for by the contractor, with the invoice stating that the reverse charge applies, so new registrants need their invoicing changed at the same time. After registration, our CIS tax return service at £149 reclaims subcontractors' deductions at the year end and our monthly CIS service at £30 runs the contractor cycle of verification, deduction, statements and returns. Everything is online and nothing is submitted to HMRC until you approve it.

Worth knowing
Rules that come up in this work
The Self Assessment calendar
Four dates govern Self Assessment: 5 October to register, 31 October for paper returns, 31 January to file online and pay, and 31 July for the second payment on account. Missing the January date triggers an automatic £100 penalty before any tax is even considered, so we treat it as the fixed point around which the rest of the year is planned.
Payments on account
A common surprise in Self Assessment is the January payment that is far larger than expected. That is the balancing payment for the year just ended plus the first payment on account for the year ahead, which HMRC sets at half of the bill just calculated. We put the figure in your hands months ahead and tell you how to adjust it legitimately when circumstances change.
Late filing penalties
Lateness is expensive in a way that compounds. For individuals, £100 immediately, then daily penalties, then percentage-based ones at six and twelve months, with interest running on unpaid tax throughout. For companies, Companies House penalties scale with delay and double on repeat, and HMRC adds its own for a late CT600. Filing on time is the cheapest tax planning there is.
Making Tax Digital for Income Tax
MTD for Income Tax replaces one annual return with quarterly digital updates and a year-end declaration, submitted from software. The threshold is gross trading and property income, measured two years earlier, and started at £50,000 in April 2026 before falling to £30,000 in April 2027. Anyone affected needs digital record keeping in place before their start date, not after.
The VAT registration threshold
Watching the rolling twelve-month turnover figure is one of the quiet jobs of monthly bookkeeping, because the £90,000 VAT threshold arrives silently. Crossing it brings quarterly returns, Making Tax Digital software and a decision about schemes. Crossing it late brings a bill for VAT you could not recover from customers and a penalty for failing to notify.
Corporation Tax rates and marginal relief
Corporation Tax is not a flat rate. Profits to £50,000 pay 19%, profits above £250,000 pay 25%, and the band between is taxed at an effective marginal rate of 26.5% through the marginal relief mechanism. Associated companies share the thresholds, which catches directors who own more than one company and is the most common cause of underpaid tax in owner-managed groups.
Salary versus dividends
Paying yourself from a company involves two routes with different tax treatment. Salary through payroll is a company expense and builds a National Insurance record; dividends come from post-tax profit at lower personal rates. Undocumented drawings that are neither become director's loans, with a 35.75% section 455 charge if not repaid within nine months of the year end.
Questions
CIS Registration: your questions answered
Who has to register under CIS?
Contractors must register before paying their first subcontractor for construction work. Subcontractors are not legally required to register but face 30% deductions instead of 20% if they do not. Businesses outside construction whose average annual construction spend exceeds £3 million over three years become deemed contractors and must register.
What does registration cost?
Subcontractor registration is £49, contractor registration £69, both roles together £99, and a gross payment status application £119. HMRC charges nothing. Where you also need a UTR, our UTR and CIS package at £69 covers both. Fees are fixed and agreed before we start.
What do I need before registering as a subcontractor?
A Unique Taxpayer Reference, which comes from Self Assessment registration for a sole trader or Corporation Tax registration for a company, your National Insurance number, business details and bank account. Without the UTR, CIS registration cannot proceed, so we sequence them.
How does contractor registration work?
You register as an employer with HMRC, or add CIS to an existing PAYE scheme, and receive the references to file monthly CIS300 returns and pay deductions over. From your first payment to a subcontractor you must verify them, deduct at the rate HMRC specifies, give them a statement and file by the 19th of the following month.
What is verification?
Before paying a new subcontractor, the contractor checks them with HMRC online, giving their UTR and other details. HMRC confirms whether to deduct 20%, 30% or nothing (gross). The verification reference is recorded and statements show it. Subcontractors you have paid in the current or previous two tax years need not be re-verified.
What counts as construction work under the scheme?
Preparing sites, building, alteration, repair, extension, demolition, and installing heating, lighting, power, water and ventilation systems, plus internal cleaning of buildings during construction and painting and decorating. Architecture, surveying, scaffolding hire without labour, carpet fitting and delivery of materials are outside the scheme.
What is gross payment status?
Approval from HMRC for a subcontractor to be paid in full with no deductions, settling tax through Self Assessment or Corporation Tax instead. It transforms cash flow for established businesses. To qualify you must pass a turnover test, a compliance test covering the last 12 months' filings and payments, and a business test. HMRC reviews status annually.
What is the turnover test for gross status?
Net construction turnover, excluding VAT and materials, of at least £30,000 in the previous 12 months for a sole trader, £30,000 per partner for a partnership, and £30,000 per director for a company, or an alternative test of £100,000 for companies and partnerships. Evidence from invoices and deduction statements is needed.
What happens if a contractor pays without registering?
The contractor becomes liable for the deductions that should have been made, plus penalties for failing to file monthly returns, which start at £100 per return and escalate. HMRC can also recover the tax from the contractor even though the subcontractor may have paid it. Registering before the first payment avoids all of this.
How does CIS interact with VAT?
Since March 2021 the domestic reverse charge applies to most supplies between VAT-registered businesses within CIS: the subcontractor does not charge VAT and the contractor accounts for it. Invoices must state this. Registration under CIS is the trigger for the reverse charge, so new registrants need their invoicing changed at the same time.
Can a limited company be a subcontractor?
Yes. The company registers with its Corporation Tax UTR. Deductions suffered by a company are offset against its own PAYE and CIS liabilities monthly through the Employer Payment Summary rather than reclaimed through Self Assessment, so the company needs a PAYE scheme even if the director is the only employee.
What happens after registration?
Subcontractors keep every deduction statement and reclaim the deductions through their year-end return; our CIS tax return service at £149 handles this. Contractors file the CIS300 by the 19th each month and issue statements; our monthly CIS service at £30 a month runs the cycle. Gross status holders must keep their compliance record clean for the annual review.
